Loose headset cups

I'm putting together a Raleigh which I've just had painted. I had not noticed until putting it together that the head tube is a bit worn and as a result the headset it's a little loose in the frame.

I've got a Campag Record headset in it at the moment and there is no play as such but I can turn the fixed cups though.

What do you guys recommend?

I have used Loctite 638 in the past on headsets with slightly loose cups. It has a much stronger bond than thread locking compounds. More info can be found on the Loctite site.
 
Bitd we would put the cup on a solid tube and centre punch two lines around the cup. This would raise some metal and make it tighter

We did the same on the fit surface of the fork crown if the race was a bit slack........

Maybe loctite would be better :)
