Kona Frame - How BAD is this?

If it was my bike I'd wire brush (copper) off the loose paint, rub it down with either Emery cloth or Wet&Dry, dab on some Kurust and then slap on smooth Hammerite. But lucky for you it ain't my bike! ;)

But buy a bike like that? Well it'd have to be cheap-
if you intended to get it repainted to match the rest of the frame it's a lot of ballache and cost when better examples are available.
 
The paint damage and rusting looks like it has been caused by the clamp of the front derailleur. In which case it is likely only outside-surface rust.

In which case it could be only cosmetic.

I don't know the value of a reasonable condition alternative or to what standard you want to recondition the damage to. But IMO I'd be looking at discounting the average condition price by about 30%. (This calculation comes from studying the differential in price of chipped fine Worcester dinner plates Vs. used but not abused examples.)

That frame needs a new seat tube- which will cost around £80.

Obviously with a new seat tube you'll need a respray which'll cost around £120

Total approx £200 (and no less!).

A Kilauea frame is worth £130 ish. So not worth it!

But if you were planning on getting a respray and maybe a disc mount added or something it might almost be worth it.
