I suppose it could well be a 1990 size 16, now you mention it. Some of them were built with a Rocky Mountain-style seat stay/top tube junction like that. The only photo I have of a 1990 size 16 Explosif has that feature too.

The bike in Utah seems to be a size 20 1993 Explosif.
