Kona dog collar

Had this kona dog collar sat on the coffee table for around a year will no bike to put it on.
It came from a 1991 lava dome.

That's a different format to the usual Dog Collar, seat collar/canti guide in one? What seat tube size is it for please?

It fits like this kona pic I found on the net.
Will find out size tomorrow with calipers.
Made of 100% plastic apart from the nut and bolt
