that one may not be safe to ride. the top head set reducer is not suited for this old frame. it is meant for the newer frame where the top bearing is pressed in from the top. here it is pressed in from the bottom like the lower bearing. thus the bearings could creep downwards over time and then the reducer would hit the head tube and lock up the steering. same effect if the bearings develop play over time.
it's not likely to happen but possible and Klein recommends against using these reducers for the old frames.
