Is this a single or double crankset?

Hi guys,

This crankset is marketed as single. Not specifically on the page I linked, but I contacted ridewill and they told me so.
However...can't I just mount chainrings, one on the outside of the flange and one on the inside? The thickness of the flange looks to be enough to space them correctly, and in case it wasn't, I can always add spacers. Or am I missing something?

I'm trying to find the right crank length that works for me, and these are nice and cheap. Ideal to buy 2 different lengths and try which one works better.

It's a double.
You can see the steps to keep the rings concentric on both sides of the tabs.
