Is this a shim or meant to be there?

Dyna-Tech Pro frame arrived today, giving it a once over I noticed the part in the photo. I think it is supposed to be there but thought I’d ask in case anyone has seen similar (or not!). If it is a shim it’s been cut perfectly to the slot in the top of the tube and also has a hole where the top tube joins which makes me think it is there by design.

Never had a dynatech...these are bonded? If so that's the main seat tube!
I think Mickeyspinn you are correct! I can’t see nor feel the end of this if it were a shim, when I shine a torch down its continuous. It’s 2080 tubing which according to the inter web is Reynolds 753 and probably very thin. Never imagined a tube could be as thin as that but appears that’s what it is. It’s really strong, I touched it to see if it would peel like a coke can shim - in hindsight I shouldn’t have done that but luckily it really is strong or I think I’d have creased it. Looking at the slit perfectly cut in it I think it’s probably meant to be like that so it moves with the clamp?

Reckon so! Surprised the tube doesn't sit onto a shoulder in the lug but i guess it doesn't really need to !

Me too, a nice Vitus or an Alan are on my list of stuff I’d like if it was ever affordable at the time it appears in the right size.

Rigid like aluminium....but not quite as harsh!
The bonding I think just cushions the buzz effect.

My DynaTech TourLite also looks like that except the seat tube finishes level with the top of the seat lug (not slightly short). I too thought it was a shim at first.

Tour lite? Sounds interesting....you have a thread? I keep seeing the dynatechs popping up on here....never been a Raleigh guy other than the classic 10 speed gaspipe racer as all kids did!
