Is my frame toast?

Got hold of this last year and built it up, used it a few times and put it away for winter.

Discovered these holes this evening whilst building it up with different kit. It doesn't look good to me. Is it the dreaded tinworm? 853 tubing too.

You need to remove the paint really. Does look like pin hole bubbles in powder coat to me, so might be ok. The large one is a normal hole for brazing purposes.

Sanded down, holes still visible. Managed to get a paintbrush bristle through the larger of the 3 holes and into the frame. That's two frames banished to the scrap heap in 4 days!!
