Interesting seat post bolt

I bought this bike a while back it has decals that say FAY but I'm not sure of the maker, the seatpost bolt is new to me its a sort of chock style.
The frame number is 68491 but the 4 is on its side and there is an EO inside a diamond, I'm guessing it was made by Holdsworth, any ideas would be great.

Could be built by Norman Fay. It looks to have the two segments to clamp like a Syncros cattlehead stem.

Yeah thats what its like, maybe i'll try and look more into Norman Fay builds.
