I am sure a ti expert will be here soon to help out. Maybe the fork is a clue, but really you need to put more pics up of things like the dropouts, cable guides, etc

What front tyre is that?

No clue about the nice bike, but the front tyre seems to be a Corratec semi slick.
Maybe other than the rather central-european popularity of that brand, it may have nothing to do with the bike itself.
 
I think the frame is aluminium. The stem is ti - has that grey/bluish-silver ti colour and neat little stacked TIG welds. The frame's pure silver is much more like polished aluminium and the welds look like ground down big blobby MIG welds (ti can't be MIGed).
 
I'd agree too. Ti welding is usually very neat and thin bead and the same colour as the ti, like you see on the stem which may well be a titec ti stem. The welds on the frame suggest alloy frame to me.

I can't help with the id of it, it looks quite a generic style frame in terms of shape, canti mount and drop outs, but seems to have decent parts on it.

What's the deal with the spokes, did someone paint them purple?
