I d on this ti bike

Touch a Dremel grinder to the underside of a dropout, somewhere where it won't notice.
Ti will give you bright white sparks
Steel will be orange bursts. And a magnet will stick to it.
Ally will give you nothing.

Admittedly I haven't looked that closely, but it almost looks like fillet brazed steel with a nickel finish all over.
 
Why on earth would someone, whether as made or afterwards, screw with lovely ti welding?
Don’t forget that there are a number of companies that have done exactly that for years. Nevi titanium and Passoni Titanium actually charge a fortune to file the welds on their bikes. They make the most amazing looking, almost fillet brazed smooth, titanium bikes

Some companies did it as an atheistic thing as titanium welding was terrible looking, no modern first pass/second pass welding, just puddles of welds. My Fat Chance Ti is a case in point of early Ti welds not looking amazing…
Think Nevi did it due to their welding method was quite unique, doing it inside a sealed box rather than a gas flushed environment.
 
What Pete says is relevant. I’ve a Ti Passoni one-piece drop-bar/stem combo that has very similar looking welding to the OPs frame - the tubes are shiny but the smoothed-over welds are matte…

I suspect the frame probably is ally due to the points mentioned and the bulky fittings (brake bridge etc) but it’s not quite as clear cut as suggested, to be fair
