You want either a 17, 18 or 19" frame. I'm 5ft 9" and only have a 29" leg and 2 of my bikes are 18" and my HardRock is a 19" and is fine. What size inside leg do you have?

The other thing to bear in mind is that the Axis is a good, light frame, presumably made from Ritchey Logic tubing. I would expect it to be a lot more enjoyable to ride than the Trek.
I think you'll find it's True Temper TT-Lite, looking at the decals and the apparent date of that frame.
Yes, I noticed that True Temper sticker afterwards, so if it is TT Lite and not OX perhaps the frame isn't quite as nice as I thought, but still decent. Do you reckon it's 95ish?
Well I'm not convinced that TT-Lite isn't as good / the same as OX. I think the frame is probably 94. Ironically, I think a 95 Trek 950 used OX tubing.
Just as more feedback from this, looking at another thread, and a Trek 930, which was seemingly often spec'd with mid / lower range parts, it often came with True Temper OX tubing, and others labelled triple butted (I suspect here is the close link to TT-Lite), which heavily suggests that TT-Lite and OX tubing are quite closely linked (if not either one and the same, or TT-Lite being an evolution...)

Plus, the original purchase price (from bikepedia) for the Trek 930 models, is quite modest, especially given your previous comments about bikes, prices and OX tubed framesets.

Clearly TT-Lite was positioned above AVR (the mid-range steel frameset used by True Temper), as was OX, I suspect there's nothing much in it, between OX and TT-Lite, if anything at all - especially given the price-point of the Trek 930 as an example, over the early / mid 90s years.
 
Shouldn't you go by leg length rather than height for the seat tube measurement and reach for the top tube measurement? I'm 6ft 2" and ride an 18" or 19" frame as i only have a 32" inside leg, i usually need a longer stem as i have a long torso.
