Have you tried taking the tyre, tube and tape off and shaking it with the largest hole in the rim at the lowest point?

either from the t'other side with a flat screwdriver or cut the spoke!

shake it and eventually it should come out of the valve hole.

If it's a new rim, it might be swarf left over from when it was made.
