how do you get cable routing so wrong?

hi all just browsing ebay when i came across this Raleigh Yukon, it looked different with the Manitous and v brakes. then i noticed the unique cable routing, what were they thinking

looks to me like they had the wrong front mech and decided to sort of wing it...
