How do I measure my steerer?

Sounds weird, but I'm looking at new forks and can't work out what steerer length I should be looking for. Are the quoted lengths usually from the top of the crown to the top of the steerer (i.e. the visible amount), or from the bottom of the crown to the top of the steerer?

Your first option because that's the bit you need to know to see whether it will fit your head tube,headset,stem and spacers (if required)
