Is the stem just a bit grubby near the bars end, or are those marks permanent?

Where the bars would go through the stem just looks a bit marked and I wasn't sure if it is just a bit grubby, or if they are permanent marks? I am keen on the stem if it is in good nick.

on the inside or outside, Inside is proably marked as this was used with the adapter , outside i think in unmarked, you may be seeing the pattern of the machiniing marks, didn`t think the picture was a good enough quality, will take a photo and leave it at original size, then you will be able to see everything you could possibly want to.
