People didn't worry so much about rim width to tyre size before the arrival of tubeless.I know but I have 2 good sets of 13/14mm width Mavic clinchers I would like to get use out of. Been running 25mm schwalbe lugano 2s on one set but narrower tires at those rim widths would be more optimal?
Think of those mavic 217s (17mm) with a 2.2 (60mm) tyre on.
You'd be fine with 28 easy.
It's only a problem at low pressure

		 Roads can get bad here because of ground frost and during early spring lots of mud, sand and grit on the road so I might get one 28mm set and those Veloflexes for summer/sunday riding to see if they really are something.
