Help! How do I switch to smartphone view?

Either I'm a retard or the phone isn't that smart.

Tried looking in control panel but can't find anything
about how to change to the smaller compact forum
look for smart phones.

Please help, it's driving me around the bend!

are they different on the various platforms? on my android its right down at the bottom of the screen on the right of centre. In fact, its there on my desktop one too....
