I'm assuming that the c-t seat tube is standard and the top tube is higher, but I must admit I can't prove it. I can't believe (but at the same time wouldn't neccaserily be suprised) that Kona would sell Hei Hei's with differant frame angles. So this begs the question; were the tubes cut down after manufacture, perhaps as some form of repair?

Looking at Mousemat's bike, it's clearly a 19 as it has a 13cm head tube, but the top tube is more horizontal than your size 20, and the extended line of it goes above the rear tire. Yes you can but you have to buy the whole cable kit, hoping to avoid but may have to bite the bullet!
