Cheers David that's interesting , my.ultegra threaded one with cartridge bearings was too high . Will go for the suggested Tange one if I keep the frame as it looks good .

Barnett's bicycle repair guide has a very handy overview of stack sizes for many classic threaded headsets starting at chapter 11, page 24 (PDF page 134 of 684).
I did it routing down the headtube to make it fit with 600 6208 headset. Took 15-20 minutes to take away 1.5 mm on each end, now I have room enough for Nosering and winds for counternut. Easy way to do.
due to the prize of the tool I went to a diy workshop of the university and left a small sum for using it.
