this was true in my case.

After plenty of faffing with the headset, flapping that my Manitou forks may be fubar'd, I noticed some play in the cantilever brakes, they rock fore & aft slightly on the brake bosses. Which gave a similar feeling to a loose headset when the front brake was applied.

I've little experience of Pace suspension forks, but you may as well follow the advice given to you and fit the Race Collar, you have nothing to lose, and it sounds like it may be the answer to your problem.
