provided that I cut the former down to fit my 26.0mm stem to allow me to fit 25.4mm bars? My devious mind identifies that the seatpost shim could actually make two bar shims

I can't see any problem at all. A shim is just a piece of curved metal of tightly controlled thickness. Provided you take all the burrs off the edges (which I know you will) you'll be fine. Personally I use beer can...

my only worry would be the page title says 27-0-to-25-4mm and not 26 and the shim pictured looks more like that measurement. pain in the neck having to send stuff back if it is wrong.
