GT lightning 1998 titanium 17"

GT Lightning was only available in 1997 and was a Taiwan-made frame and brushed.
If you want 1998 you have to go Xizang.
GT Xizang was available from 1990-99 and always polished except 1999 (white team colours). USA made and ridden in the World Cup.
And there is no official 17inch. Framesizes were usually 16, 18, 19, 20 inch; GT-style measured; i.e. the frames are a bit larger than the number suggests. If you usually need 17inch frames, look for a 16inch GT.

under the Gt lightning i had, serial number ungraved on BB was: YC 98 00 740.
And, in your opinion, why 98 ...

Sorry, made a mistake. In the German 1998 catalogue there is no Lightning. But apparently, they were officially available also in 1998:

Your decals are 1997 by the way.
Official frame sizes 14.5, 16, 18, 19, 20. You will want 16inch.
Here is a Lighthing with complete XTR/SID in 16inch. Quite pricey.
