Grrr, dog owners !

Anyway, about doggy poo.

Am I right in saying that a dog is a registered animal in the UK? So the Govt has a register of all dogs and who owns them?

Why, when the dog is bought, do we not take a DNA sample?

That way, all dog poo that is left on the streets can be swabbed. The exact dog can be traced and a fine can be posted out to the owner, much in the same way as a traffic offence.

We'd be generating jobs, because we would need to employ 'Wardens' armed with swabbing kits and I'd imagine that the scheme would be at least self financing, if not even raise a bit of profit.

The DNA sampling could also be used to trace dogs who attack other animals/people but run away and are not immediately caught.

Of course if I'm not right about the registration, my scheme falls flat on its arse... Just means that we need to set up a registration scheme too.

or we could forgo all of that complicatediness and simply have a law which allows you to kill any dog owner and dog that is seen pooping and then not picking up the soggy still warm stinking pile of poop and bringing it home with them

why do people go to the trouble of bagging their dog poop (surely the worst part of the entire episode )and then hang it off trees is what i want to know

No, you're wrong; dogs don't have to be registered. But you're right; they should be!

The "logic" for scrapping dog licences was that it cost more to collect the 37.5p fee than it raised.
 
Why not just make dogs illegal, round them up and have a mass cull.

Except for professional dogs that is.

Nope.

And a registration scheme is completely off the table. Will never happen because it'd never work.

I'd issue them for free, knowing full well that most dog owners at some point in the ownership of their pooch will fall foul (see what I did there) of the DNA wardens.

There are just over 8 million dogs in the UK. If just 5% of them are caught fouling and Fixed Penalty Notices (currently £50?) were issued under my 'Doggy DNA' scheme, I'd raise £20m.

Personally I'd up the FPN to £250 as a proper incentive to dog owners to take some responsibility. This would up the revenue to a cool £100m

Second offence? £500.

Third? Say goodbye to your dog.

Its a self financing no-brainer, and one of the centre pieces of my election campaign manifesto.

Pretty simple really.

As noted above, it was scrapped because of its costs, but if it was used to create a DNA database which then generated revenue...
 
It would cost too much to implement with no hope of success.
Far too late ion the day for anything like that unfortunately.

The police are 'ignoring' illegal dogs in the country, implementing further legislation of this type simply wouldn't happen.
