FS Lugged frameset - yucky blue ! Fixed Project ? price drop

FS mystery frameset, resprayed thickly in blue. 56cm c-c seat tube and top tube. Nice lugs (A mentioned elsewhere similar to Carlton) No idea what the tubing is apart from its steel. Has braze ons for mudguards and nowt else, horizontal dropouts. No rust. Fixed project anyone ? £38 posted UK.

Seatpost size is 26mm I think, That seemed to fit nicely anyway. Possibly 26.4 definitely not 27.2
