Freewheel spacing problem

I've got a few wheels like yours, I'll measure the distance between the smallest cog and the end of the locknut .....

Looking at your photo it looks like there is scope to move at least one washer from behind the non-drive side locknut to the drive side.

Mattsccm.... The amount that I would need to file away from the rear stays is too great.

glpinxit.... The washer that you can see on the non drive side is the needle washer. I don't think that I can swap that to the other side, can I?

The current freewheel has broken teeth so it definitely needs changing. The question is will I find a freewheel that fits or fits partially over the hub or will I need to replace the wheel :?:

Quick look and my mid 70's Campag hub / Regina 5 speed has 10 mm between the face of the small cog and the lock nut and my slightly later first gen Shimano hub and Shimano 5 speed is 7mm.
