Needs a lot of attention. Have you tried to move seatpost yet?
Wonder if you'll have to drill the D Lock bracket screws.
 
i haven't tried anything, yet. i think i need to clean up the frame before i worry about being able to remove bits, just in case there's anything more than surface rust.

the bottom of the steerer tube looks worryingly misshapen, so that's public enemy #1

If you can remove the seat post and stem I reckon that frame will clean up nice! A good clean, degrease and T-Cut will bring that paint back alright. The decals look mint! 👌 Love how the D lock has both keys attached! Rear tyre might have had it..:LOL: Is the saddle original?
