Sorry, not very retro but thought someone may have had a similar problem.
Needed to replace one of the Bonty Jones tyres on my Mavic Crosstrail tubeless rim wheels & tried 3 tyres I had hanging on garage wall without success. None would fit right up to the edge of the rim all the way round. In each case, even using soap to make the tyre bead slippery & pumping up to ridiculous pressure there was a section a few inches long that wouldn't go over the inner ridge of the rim. I don't really want to go tubeless so obviously I need to find a loose - fitting tyre so, if I can't find another Bonty Jones, or they are different to the 2002 ones I had, what can you guys recommend as a loose fitting 2.1?

this would've been my suggestion. i had a similar problem, panracers on crossmax, so i used a gas station air pump, turned my head away, and held the pump until it popped in.
 
Why not go tubeless? I have been riding tubeless for 2 years now, with NO flats! Also, another advantage to tubeless is that when it gets really rough, you can drop your tire pressure to the low 30's without worrying about pinch flats, as there is no tube to pinch.
