See pics...i think this is chrome throughout, certainly be the way the paint is flaking off and revealing what's underneath...maybe it's an Oria frame, i dunno, but it's super lightweight.
See components also, stem and post move freely, so no issues there.

Have used a local grit-blasting company (in Newbury) on a number of steel frames, and it's pretty comprehensively a means to get rid of everything, chrome-plating and all from my experience. I guess this would need blasting and re-plating? It's really nice, if I'd the budget to have it re-chromed would have bid. GLWS
