Been offered refund on ebay purchase, item never arrived, suspect post-office (was sent signed for, no card through the door, obvioulsy no signature against the tracking reference).
Do I have to instigate this through eBay/Paypal or can the refund be issued by the seller directly without a formal request in the system?
