I like the mono stay rear with the e-stays.

Something makes me think "Saracen", but I'm probably wrong.

Centurion Elevator is really close, but there are slight differences.
Seat clamp on the other side of the seattube, cable stops in different positions and the Elevator has a pair of screws on the central part of the seatstays.

It looks like the tubes themselves might be a match though. Maybe different year as the elevators I find on Google or built in the same factory as the Centurion frames?

Those centurions came in different variations. With different cable stops in different positions...

Take a look at the brake cablestop brazed on the monostay.
Note the position of the seatclamp and the screw in the monostay


This one is without the screw in the monostay and has different cable-rounting and seatclamp:
