One of my friends had one of the rubber tube and wire versions back in the late 80s. He had it set up to permanently drag gently against the tyre. I asked him about it once, and had a good look at it. Over time the wire slowly wears away. As the wire wears towards a semi-circular cross section, I'd guess if gets more and more effective at lifting out small particles of glass and flint.
 
Look at model shops, they have brass and stainless rods and tubes of all sizes, probably have small size chain too.

Back in the day I tried that. But no tyre I ever had was perfectly round enough to enable that. In the end I took them off. It was only years later someone told me they were designed to be manually pushed on if you've just ridden through glass grit etc
 
I put sets on all my bikes back in the 1970s. Took them off when it seemed like they made little or no difference to the number of punctures I suffered. Went back to a light brush with a track-mitted hand whenever I rode through grit & debris.
