An opening I thought about was sorting out second hand bikes for commuters, not flash kiddy bikes, but something big enough and useful enough for perhaps a reluctant adult to purchase at the right price for the purposes of commuting. So that means luggage racks, decent lighting, reflectors and comfortable riding experience as who knows a decent machine used for commuting might lead to another cyclist for recreation and all that HPV's bring to a lifestyle.
Failing that, mobile bike repairs, and turn up on a bike to keep costs down and be of novelty to the customer, perhaps to make them think this person knows their stuff, not simply a man with a van and no indication they know what they are talking about beyond what they say. What tools and or spares could not be carried in a back pack or on a pannier.
One thing I have worked out is as soon as one starts with the vehicles and premises, that could be the end of the business, as they end up costing more than what one could make at the start of a fledgling enterprise, so keep it cheap and offer confidence by virtue of being a cyclist not a van driver.
I believe the joke centre is awarding grants now for people wanting to start their own business, a sum that could purchase Park cycle tools or similar, performance items that are going to last for the professional, that and a stock of common use spares.
But for the slack periods, why not continue with what many on here do, scour ebay for cheap adult sized bike to sort out and make available for the commuter or college student sell or perhaps even rent out for set periods on a trial or short term use periods.
