Crazy clunker cruiser.

Not sure what section to put this in. Got given this today, no idea about its origins, the person who gave it me found it in his unit in an old bike box when having a cleanup and no idea how it got there or whose or was! It all appears home built,

Brake is a hope dh4 caliper, master cylinder lever operated and acts on a combined brake disc / chainring
Forks are homemade leading link?

I've seen a couple of disc brakes using the chain ring as a rotor but never a cruiser.
