you have lost me fella, ? its a quill stem 1", 22.2, not for 1 1/8th?
 
I've experienced this before when ordering headset spacers from Germany. Asking for 1-1/8" they kept sending me 1" and insisted they were 1-1/8", in the end I gave up as I had piles of 1" carbon headset spacers building up.

22.2mm quill diameter means it is for a 1" fork. if the quill diameter is 1" (25.4mm) - that's how i would have interpreted the original posting - it would be for a 1 1/8" fork.
