Confirm this isn’t factory welding please?

It looks more like a modification than the repair to be honest, I can't see anywhere that a crack could form that would need this repair doing. looking at your last picture I'd say that the brace used to stop the same place both sides and it's been extended and 2 bolts added for something later down the line (you can see where the weld ties in just by the bolt near to the BB). it would explain the amount of drawn in bronze from the original braze that hasn't been cut back or not fully anyway. the modification seems to have been "dressed" (or hit with a rough tooth file at any rate) after the weld and quite possible that the holes have been drilled and tapped after the fact too given their location. pull the bolt out the other hole and look down the threads with a torch, see what's in the threads.

yer it's rough and ready, but it looks strong enough, it's more an interesting aside as to why for me than it being shoddy and rubbish.

remember folks, a grinder and paint makes me the welder I aint. :)

Thats the anti-chainsuck plate fixing point. The silver plate in the last picture you posted bolts off the frame, the frame itself has a bar hanging underneath to bolt the plate onto. It looks like the bar has cracked or been damaged and has been re-enforced to still allow use of plate. I will find a picture out of mine so you can see it better.

Here is a picture of one of my old frames and the plate mounting point as should be, and last picture is of the plate that mounts to it.

My bike above is a Thin Air, just to show the use of the attachment point. My '95 Vertex has same mount as above, below is a pic of a '96 with same mount, below that a pic of a '94 with same mount as yours. vert1.webp vert2.webp

I stand corrected.
Interesting failure made then between 2 welds on a robust plate. I've seen worse welds. Don't get me wrong, I have seen better, but country to Instagram based welding, a good weld is one that holds, not just a pretty one. No way I'd want an inspector walking towards me with his yellow chalk if it looked like that though (worst thing for a welder on the job by the ft, the bribes alone cost to much).
