Not necessarily; all-531 cyclocross bikes - bags of clearance and more relaxed angles - are often built out of the Competition tubeset. To add to the existing tyre recommendations, I'll throw in Schwalbe Marathons; a touring tyre with a sound reputation and available in 25c format (must admit, that surprised me - I thought they only came in 28c and up).

I would recommend the 700 x 28C Marathon Supreme, lighter than the Plus (which are more resistant to punctures, though).
