VCL is what Viking called their generic tubes - like Raleigh's 20-30 tubing.

The ripples in the frame don't look great to me but someone else would be able to give better advice on it's safety than me. It may well be that the forks have been swopped after a crash.

On the plus side, you have a full Shimano 600 groupset out of it which you can use on another project or sell as individual part and most likely make your £120 back. :)
 
If the frames damaged then there is no point me building it up, as need to source wheels for it. Still now have a 600 groupset minus the hubs.

Would the frame have any value to someone or am I better off creating some art out of it !?
 
In theory you could braze in new top and down tubes. In practice I doubt anyone would bother.

Frankly it's wall art or usable as a wheel truing stand.
