Cheap, small steel frame (+ rigid forks?)

I'm looking to build up a bike for my girlfriend, so for starters i'm after a cheap frame in about 16" (seat tube length).

It needs to be in perfect structural condition, but i'm not fussed about the cosmetics as long as it's not rusting badly.

As for the spec, ideally i'd like it to be steel, have an 1 1/8 headtube and canti mounts (it's not an issue if it has disc mounts as well).

If it could come with a seatpost, headset, rigid forks etc, then that would be great. Obviously i'm prepared to pay extra for these bits...

Ah, that KHS is a bargin, but it looks like the headtube is 1" unfortunately.

Not to keen on the swatch f+f i'm afraid.

And it looks like the TI finished frame is likely to be sold (but it is beautiful)
