This chap has a stock of decent Marin Lite quill stems - 1 1/8", quite a bit of rise, and a nice cable stop and pulley for your cantilever brakes:

He quotes the quill diameter as 22mm - he probably means 22.2mm (i.e. a standard quill for a 1" headset) but it's worth checking before you commit.
