Had a friend who wrapped old worn out tyre with the bead cut off around his chainstays held in place with cable ties. The effect as the tyre was Knobbly was somewhat aggressive looking but also quiet as the thick rubber absorbed any chain slap. I prefer to use old inner tube secured with electrical tape, as good as neoprene for loads less cash ! Road bike bar tapes another good one.

I have always used the Lizard Skin neoprene covers, they do them in a standard size for steel frames and they are easy to put on and take off. Also avoids using anything sticky on the frame so it doesn't have to go with the bike if you sell it on, even Shark Fins have a sticky bit if applied correctly.
