Carlton 531 Identification

I've just acquired a Carlton, and was looking for some help identifying it please! There is a frame number on the left dropout that read "0195314", which I read means it is a '68-'72 model. It has a 531 sticker, but no model name. Looking at the brochure I can't find a matching model.

The surface rust is such that a re-coating of some description is a must - my plan is to get it shot blasted and powder coated. Is that a good idea? Any recommendations (near Nottingham) or advice gratefully received.

I'm trying to think of a Carlton frame that had Crespera lugs and was 531 any the only one I can think of is the Clubman. More thinking required :)
 
The only thing that springs to mind is the Corsa as it's the only one I remember with the front fork ends only in chrome. That would be in Tru Wel tubing.
 
Thanks for the reply. What about the 531 sticker? It wasn't sold to me, so I doubt it's been put on to increase value. Unless that was years ago. Is there any way to identify frame material otherwise?
Do you have any advice on restoring the frame?

Sadly it seems you're right. Stripped it down tonight and found purple paint under the head badge. The frame weighs around 2.5kg. Thanks for your help!
