you could swap out the steerer. they are pressed in so you'd need to find somewhere to do it for you, but it's an option over welding.I have a Rock Shox SID with a steerer tube too short.
If I put it on my bike it would poke out of the head tube by only 15mm.
So can't even clamp a readily available steerer extender there.
Any fix for this or I need to find another fork?

You mean something like this?You can get extenders, they are essentially a quill stem without the bar mount but I'm not sure how good they are, maybe some folk can feed back, I've never used one.
You can in theory have the steerer pressed out and a replacement pushed in. I've had that done before but you'll need to find someone who can do this.
