Campagnolo Olympus -series Bullet -shifter problem

I have a following problem with Campagnolo Olympus series Bullet shifters:

I don't know how I should tighten the shifter tubes to the handlebars?
When I rotate the nut at the end of the shifter tube I can hear few clicks and then the nut tightens BUT the actual shifter tube stays loose.

I haven't find any tech info or user manual for this set. Please, help..

It took six long hours, plenty of elbow grease and dirty hands but I managed to make it work.
