Not sure thats wholly accurate for all cases - I had a prestige that was ~5lb...
Orange Clockworks/Prestige were never the lightest steel frames about.

I think it varied from year to year with the tubeset. My 95 C16R frame in size 19 was actually lighter than my son's 96 size 15 C16R, 4.3 to 4.4, not surprisingly as it had skinnier tubes. So size for size the difference would be c0.4.

At least at one point the Prestige was made out of Tange Ultimate Superlight, which was the lightest of all the Tange tubesets. I have a Kona in a heavier Tange tubeset that weighs 4.4, so I can't imagine that the Superlight frame would weigh more than 4.2. But if earlier ones were made out of standard Tange Prestige, they might well weigh close to 5lbs.

There in lies a strory I believe! I was once told by a well known UK frame builder in person, that a lot of the Taiwanese "top end" steel frames, needn't necessarily be built from the tubeset indicated on the sticker!!!! Which would explain the weight variances?
I must admit, I have seen some of these tube sets rust at frightening rates, from the inside out, premium high carbon air hardened tube are usually very rust resistant, which beggers questions on origins of the steel. Genuine Reynolds, doesn't do this easily.
I always felt Orange did a pretty good job of marketing their frames as fairly top end, for a low end and lowish quality frame, inferred as made in Halifax in the early days too, when they were all made in the far East.
