Buckled rubber issues

I've had two sets of brand new tyres lately where the actual rubber seems to have a fault in the pattern which makes you think the wheel is buckled but it's the actual tyre tread seems like to have a dodgy pattern in it. I thought it would ride out after the tyres had been on a bit but it doesn't seem to be going and I can see the actual mould of the tyre out of line when I turn the wheel slowly. Has anyone else had this?? Is it cheap rubber. It's happened on a brand new set of Hutchinson 26 and WTB 700s 🤔
 
Is it the mould pattern or could it be the issue I struggled with recently, which was the tyre not seating properly on the rim! Check the tyre bead at the rim on both sides and see if it is uniformly seated. If not, you'll get the effect of a seemingly buckled wheel.

Usually greater air pressure forces the tyre in place, but in my case it needed a helping hand with manipulation and some lubricant (gt85 I think I used around the tyre bead and rim).
 
Are you sure they’re seated correctly in the rim?
There was a recent discussion about the problems getting tubeless tyres to seat…
