I picked this up from way down west Wales this morning.
My knowledge of road stuff is limited but im pretty sure the way the seat stays wrap over the top tube is a sign that it might be decent.
Nice Suntour groupset albeit with weinmann brakes.
I think it would have started life with drops, but as the levers are also weinmann maybe not.
Frame number is a vague, id say its been hand stamped maybe?

There will be date codes on the parts but it could be a rebuild with new on old etc etc
