Ok, this one is confusing, can't seem to find much out, but I'm definitely curious. Can anyone tell me what I'm looking at here? I don't know road bikes, but this one is special, it also can hold open a garage door

I am sure it is. Only other thing I found on it is its an 89 probably. Not many obscure wheel sizes around at that time anymore.
