It is ovalisation, very common on frames of that era, statndard even on low end. The next few years they used larger tubes so didn't (couldn't) use ovalisation.
The higher end Tange could use the bulge butted tubes at the top and the proper 'bulge' at the BB junction, these look quite different.
Even the thin scaffold pipe Hahanna had it
