I'm just impressed that that stem actually exists.

Combined with the angle of those brake levers...

Looks like my wife's bike. She has fused vertebrae that means exerting pressure from a normal (UK, America) riding position causes a lot of pain.
Perhaps this is the case here, and whilst it looks funny to us, it's meant someone who would have otherwise given up, has continued to cycle.
The levers though, are just wrong, possibly because it's been in s box, or made ready for it.
